Narita International Airport and airports in China have set an International Passenger Facility Charge (PSFC). In addition, Narita International Airport charges a Passenger Security Service Charge (PSSC).

The International Passenger Facility Charge (PSFC) is included at the time of ticket purchase. Airports use this fee to cover the cost of developing facilities such as departure and arrival waiting rooms for passengers.

The International Tourist Tax is levied when you leave Japan to secure funds for improving tourism infrastructure to promote Japan as a tourism-oriented nation.

It is collected from all passengers departing from Japan. It is included in the ticket price and paid to the government.
